"General secondary educational organizations implement state educational standards, state educational requirements and curricula. The number of general secondary educational institutions includes: state educational institutions — institutions established by state authorities and management on the basis of state-owned property, providing education in accordance with state educational standards and state educational requirements; non—governmental educational organizations are legal entities that provide educational services on the basis of a license for the right to carry out activities for the provision of educational services or in a notification manner in accordance with state educational standards, state educational requirements and curricula."
